The Royal Automobile Club of Spain (Race) raised the need to study the chance to extend the carnet by points to cyclists and forcing them to the possession of insurance and a registration.
This is one of the measures proposed by the club to the increase in the number of deaths on Spanish roads. According to the Barometer of the bike of 2015, 50% of the Spanish riding two wheels on a frequent basis.
In this sense, the technical director of ConBici, Manuel Martin, said in statements to Europa Press that it seems “absolutely regrettable that an entity such as the Race to make the proposal that is not effective in any country in the world”, while he added that the implementation of this measure “would make that almost no one outside a bike”.
in Addition, the car club claimed a plan of coexistence in routes for the car and the bike, where they take into account both users.
in view of this, the technical director of ConBici reminded that bicyclists are the victims and who are the cars that generate the highest hazard. “Where there is that take action is not in the bikes, but in cars that are the ones that create the danger,” he reiterated.
Together with this norm, the Race to claim a greater commitment to the reduction of the accident rate of vulnerable road users, with special attention on the group of motorcyclists, the last 2016 came to represent more than 40% of the dead during the weekends.
Finally, the club noted with respect to the points driving license “despite the fact that it is a necessary tool and that its use has been proven, focus the efforts to reduce accidents on the roads only in the points permit will be insufficient and ineffective”.
