OHL Spain said Ernst & amp; Young (EY), the consultant hired to conduct an investigation into the awarding of the Bicentennial Viaduct, completed its report and found nothing improper in OHL Mexico and endorsed the rate increase.

The economic analysis of the concession “Bicentennial Viaduct” EY confirmed that “OHL Mexico well and faithfully fulfilled the terms and conditions of the concession of the Bicentennial Elevated Viaduct in Mexico.”

It also found that due to investment by 2000 765 000 000 936 000 8 pesos in Stage 1 of the project, the state government of Mexico authorized to amend Annex 4 of Title concession to raise rates.

This modification of the concession was confirmed and justified by project managers and Control of Works and Highway System Operations, Airports, Related and Auxiliary Services of the State of Mexico (SAASCAEM) 1 and April 7, 2011.

“Subsequently, on May 25, 2011, the state government of Mexico authorized to amend Annex 4 and Annex 10 of the Concession, collecting the said investment and agreed to proceed with a rebalancing of the concession,” reported EY. That is, an increase in rates authorized Bicentennial Viaduct.

Thus, OHL Mexico guarantees your return on total investment, including a return on risk capital provided for the construction of the viaduct, with an internal rate of return of 7.0% fixed annual real.

The Signum Research analyst sector Armelia Reyes said that most concessions OHL have this clause guaranteed return, which allows you to recover all of their investment plus an annual return.

“If the company can not get the guaranteed return within concession, has the right to raise rates or to increase the concession period,” said Reyes.

In 2011, OHL was authorized to apply four rate increases of 25% each, between 2013 and 2016. And in 2014, he again requested an increase to recoup the investment of Phase II.

In January 2015, tolls increased by 30% rising from 51.51 to 66.56 pesos on the stretch of Cuatro Caminos to Tepalcapa.
