The Court of Auditors has detected many gaps in the monitoring and control of training grants awarded in 2010, including the lack of justification on the part of the beneficiary institutions hours spent giving courses at a cost of more than 54 million.

In the draft report is still under allegations, to which Efe had access, the court criticized the “distortions” of subsidized training model for busy then in force in which business and labor organizations most representative statewide 50% of funds were distributed.

In this regard censorship employers and unions involved in all stages of the process (design, planning, solicitation, award and implementation of aid), and the lack of control by the State Public Employment Service (SEPS) and the Tripartite Foundation , consisting of Administration, employers and unions.

Change in the system since 2012

From the labor reform of 2012 have been introducing changes in the system to open gradually to competition and end the monopoly of business organizations and employers , some of which are being investigated for alleged fraud in the management of public resources for training in 2009, 2010 and 2011 .

The state no longer public money intended to offer vocational training (subsidized) and from the year 2012 this game has been financed exclusively by contributions to Social Security for training (0.7% of the contribution base), paid by employers (0.6%) and workers (0.1%).

In the conclusions of the report, The court also fails around half of the total amount granted in 2010 (over 412 million) is subcontracted to entities that were not submitted to tender any and could not meet the requirements of the original call.

In his view, this leads to business and labor organizations benefit from subsidies in many cases become the “mere conduits necessary” to get the award, mediation by which 20% of the amount of pocketing aid, although this percentage was only 10% due to labor reform.

Among other anomalies, the court notes the “high multiparticipación ” since 398 people participated in 6,060 training activities, and designated as “particularly significant” that certain persons have made over fifty courses under the same call.

wrong Financing

, notes that many courses are wrongly funded through grants when they should have framed on demand training or subsidized (which companies organize for their own employees and the cost is deducted from contributions to Social Security).

Situations of this type points out that in a total 7,776 training activities with a cost of over 31 million all participants in each of the courses belong to the same company .

It also reveals that almost a million participants completed their training prior to the grant date of the grant, whereby the control actions and monitoring by the SEPS could not do .

Urges take action

In this context, the Court recommends to the Ministry of Employment to take steps to ensure the principles of concurrency measures, transparency, objectivity and equality inspiring grant management, and a more thorough analysis in the planning, provision and performance of the training plans.

It urges the SEPS and the Tripartite Foundation require entities benefiting from supporting documentation , increase the actions of monitoring and control, and streamline the processing calls for annual grants to coincide with the start of the calendar year.

In line with these suggestions, the Ministry of Employment and the social partners have long negotiating a new model of vocational training for employment to come into force in 2015 and to which steps have already been taken with the new call for grants for 2014 will be published in the BOE next week.

The new model provides progress in free competition and end the monopoly of trade unions and employers in the distribution of funds, while feature more powerful control mechanisms to hinder fraud.
