The Government of Panama will announce tomorrow the winner of the tender for the construction of Line 2 of the Metro in the capital during a ceremony which will open the envelopes containing the economic proposals of the consortiums interested.
At the public tender on Line 2 Consortium, led by Construtora Norberto Odebrecht (Brazil) in partnership with FCC Construcciones (Spain), companies that built the Line 1, which has already served one year in operation involved.
So does Panametro Consortium, formed by China Harbour Engineering Company Ltd. (China), China Railway First Group Co., LTD (China) and Corsan-Corviam Construction, SA (Spain).
And the third aspirant is PANAM II UTE consortium made up of Dragados SA (Spain), Ingenieros Civiles Asociados SA de C.V. (Mexico) and Grana y Montero SA (Peru).
Tomorrow will be chosen the consortium “bidder that meets the parameters required in the specifications” of the tender both economically and technically, a spokeswoman for the Department said today Efe Metro.
“There is no absolute winner” tomorrow, for the competing consortia have “five business days to submit claims” against the elections by the government, added the same source.
After ratified the winner, which on Friday May 22 if no claims should occur a maximum period of five months is opened so that the work is started.
The company to being awarded the contract will have a period of 46 months to complete the work, which includes 16 boarding stations and 22 kilometers of line with its facilities from Tocumen, extreme east of the capital, to the intersection with San Miguelito online Metro 1.
The contract for the construction of Line 2 is in service design engineering, civil works construction, auxiliary facilities and stations, supply and installation of integrated rail system including rolling stock and implementation of the service, according to official information.
The bidding process for Line 2 provides that technical offer constitutes 51% of the grade and 49% economic and the winning consortium “will be the bidder with the highest score” after joining both, explained the director of the Metro and Canal Affairs Minister, Roberto Roy.
The envelopes containing the three economic proposals publicly known tomorrow have been deposited since last February in a vault of the National Bank of Panama along with the base price set by the Panama Metro.

The evaluation committee is composed of Arosemena, manager Pedragal Power, Eduardo de la Guardia; President of Brisas del Golf, José A. Sosa; the rector of the Technological University of Panama, Oscar Ramirez; the auditor Edward Lee; and representatives of the Panama Metro, Marcia and Agustin Arias Arosemena.
The commission studied since last February 23 proposals, after asking the April 9 an extension of 20 working days given “great amount of documentation “to analyze.
The line 2 of Panama Metro, the first in Central America, will be fully suspended unlike line 1, which has an underground section and another air, and transported 16,000 passengers per hour, according to official information.
The Metro Line 1 of 16 kilometers, was built by Odebrecht and FCC at a cost of approximately 2,100 million dollars and became operational in April last year.
Previously Roy estimated that the line 2 and the third, which is expected to bind to the west to the capital, require an estimated 5,000 million in investment.
